Many consumers are asking why they are being asked to pay a bill deposit under Negros Electric and Power Corporation (Negros Power). Negros Power clarifies that this is a standard policy required for all electricity consumers in the country.

Bill Deposit is an ERC Requirement
Assistant Vice President for Customer Care Maricel Pe explained that the bill deposit is a mandatory requirement for all Distribution Utilities (DUs), as ordered by the Energy Regulatory Commission (ERC).
It serves as a security measure to cover future electricity bills and helps ensure uninterrupted power supply.
Pe emphasized that new Negros Power customers already paid the bill deposit when they applied for connection and energization.
Bill Deposit Policy for Former CENECO Consumers
However, if you already had a bill deposit with CENECO, you may apply for a refund of that amount.
“This refund option is available exclusively to former CENECO consumers with an existing bill deposit with CENECO,” Pe said.
How the Refund Process Works
Negros Power will help eligible customers coordinate with CENECO for the refund. Once approved, the refundable deposit will be transferred to the consumer’s Negros Power account.
Pe also clarified that not all consumers automatically qualify for a refund. CENECO will evaluate each account before approving any release.
Steps to Apply for a Refund
- Visit any Negros Power customer service office.
- Staff will help you fill out the CENECO Bill Deposit Refund application form.
- Negros Power will coordinate directly with CENECO on your behalf.

Part of the CENECO–Negros Power Transition
The refund process is part of the Joint Venture Agreement (JVA) between CENECO and Negros Power. This agreement allows Negros Power to follow up on all consumer concerns with CENECO to ensure a smooth transition, including bill deposit refunds.
“We want to make the transition as seamless as possible for our consumers,” Pe concluded.
