In recent weeks, NGCP has placed several distribution utilities in the Visayas on alert for possible Manual Load Dropping, with advisories issued during periods of higher demand, usually from afternoon to evening.
The alerts came as the Visayas Grid faced limited power generation. NGCP would direct affected distribution utilities, including Negros Power, to implement Manual Load Dropping.
The measure helps maintain grid stability during periods when available generation becomes limited.
Manual Load Dropping temporarily reduces electricity demand in selected areas. This helps protect the power system and prevent a larger disturbance.
Without this measure, a wider system problem could affect more consumers across the Visayas.
Engr. Leomel Tambanillo, AVP for Planning and Business Operations and SEP of Negros Power, emphasized that NGCP directed the implementation.
“We would like to assure our consumers that the ongoing Manual Load Dropping is being directed by NGCP due to limited generation capacity in the Cebu-Negros-Panay sub-grids. This is not a measure initiated by Negros Power but a grid management action ordered by NGCP to protect the stability and integrity of the transmission system,” Tambanillo said.
Understanding the Role of NGCP and Negros Power
Consumers may sometimes associate power interruptions directly with their local distribution utility.
However, different organizations manage different parts of the electricity system.
NGCP operates and manages the country’s transmission network. It oversees the stability of the grid and coordinates actions needed to maintain reliable power delivery.
Meanwhile, Negros Power distributes electricity to customers within its franchise area.
When NGCP issues grid management directives, Negros Power must comply and implement the required measures.
“As a distribution utility, our responsibility is to comply with NGCP directives and implement the required load management measures. We understand the inconvenience this may cause our consumers, and we assure them that we are closely coordinating with NGCP while continuously providing updates on the situation,” Tambanillo added.
Through this coordination, Negros Power continues supporting efforts to stabilize the power system while keeping consumers informed.
Why More Power Sources and Prosumers Matter
The current Manual Load Dropping situation also highlights the importance of having enough reliable power generation in Negros Island and the Visayas.
The limited generation condition was affected by the reduced availability of some power plant units across the region. Some facilities experienced forced outages, while others operated with reduced capacity due to maintenance or technical limitations.

Instead of only consuming power from the grid, prosumers can contribute to a more flexible and resilient energy system.
A stronger power system requires cooperation among power generators, distribution utilities, government, businesses, and consumers.
For now, Negros Power encourages consumers to practice prudent electricity use, especially during peak demand hours.
