Negros Power New Substations for Bacolod


The Negros Power new substations project marks a major step in strengthening Bacolod’s power system. During a March 12 press conference, Vice President and Chief Operating Officer Engr. Joe-Mel Zaporteza revealed that two new substations will be built as part of a five-year rehabilitation plan now in its second year.

After 19 months of operations, Negros Power recorded strong demand growth. In fact, electricity consumption increased by about 7% annually. Because of this, the system is now under increasing pressure.

As Zaporteza explained:

“We came to a point that we need to upgrade what we call the 69 kV lines and to develop new substation to be able to support the Bacolod City area growth.”


Why Bacolod Need Two New Substations

The Negros Power new substations are designed to address rising demand and prevent system overload. Currently, Bacolod has 11 substations. However, projections show that existing facilities could reach 90% to 100% capacity within five years.

Ideally, substations should operate at around 70% capacity. This ensures safety, flexibility, and room for growth.

Because of this, Negros Power is adding two more substations. One will be completed within 2026, while the second will go online by early 2027. As a result, the total number of substations will increase to around 13.


Where the New Substations Will Be Located

The first of the Negros Power new substations will rise in the Capitol area. It will be located near Ayala and San Juan Street. This area is a growing hub for government and commercial activity.

Meanwhile, the second substation will be built inside the Megaworld Upper East development. This location supports a large mixed-use estate with residential, commercial, and business demand.

These placements are strategic. They directly support high-growth zones in Bacolod.


How the New Substations Improve the Power System

The Negros Power new substations will increase overall system capacity and reduce pressure on existing facilities. Currently, substations like Gonzaga, Burgos, and Alijis are expected to approach critical loading levels.

With additional substations, load will be redistributed more evenly. This brings operating levels closer to the ideal 70%.

Moreover, the upgrade improves flexibility allowing power rerouting during maintenance or outages. This minimizes disruptions for customers.

As highlighted in the briefing:

“If we have constraints or bottlenecks, we cannot deliver energy from this point up to the end user.”


Supporting Bacolod’s Rapid Growth

Bacolod is experiencing rapid development. Major projects such as Megaworld, Rockwell, and other mixed-use developments are increasing electricity demand.

These projects require stable and reliable power. Without upgrades, the system could struggle to keep up.

Because of this, the Negros Power new substations play a key role in enabling economic growth. They ensure that new businesses, homes, and industries have enough power supply.


Part of a Bigger Plan

The substations are part of a larger five-year modernization effort. In the first year, Negros Power invested over ₱1.3 billion to improve reliability. This resulted in a 38% improvement in outage frequency and a 67% reduction in outage duration.

Now, the focus shifts to capacity expansion.

Zaporteza emphasized the importance of this investment:

“The most expensive power is no power.”


Looking Ahead

The Negros Power new substations are more than just infrastructure projects. They are a response to growing demand and a step toward a more resilient power system.

With completion expected between 2026 and early 2027, Bacolod is preparing for a future of continued growth.
