Negros Power November rates for residential customers in Visayas increased slightly from ₱11.91/kWh to ₱12.23/kWh, while commercial rates are now ₱12.28/kWh. The increase is primarily due to higher WESM prices from supply constraints and ERC-mandated charges like FIT-All and UC–Environmental fees. Importantly, Negros Power’s own Distribution, Supply, and Metering (DSM) charge remains unchanged at ₱0.89/kWh, which is the only portion of your bill that goes directly to the company. Transmission and other fees are pass-through charges collected for the grid or government programs.

Helping Customers Recover After Typhoon Tino
Negros Power continues to support households affected by Typhoon Tino. Customers consuming not more than 100 kWh can take advantage of flexible payment options. During the period from November 4 to December 31, 2025, no disconnections or penalties will be applied for unpaid bills.
“As part of our support for consumers after Typhoon Tino, we are providing flexible payment options to customers consuming not more than 100 kWh,” the company said. “There will be no power disconnections and no penalties for unpaid electricity bills covering the period from November 4 to December 31, 2025.”


What Really Drove the November Rate Increase?
Negros Power explained the main drivers of the adjustment:
WESM / Generation Charges
Wholesale Electricity Spot Market prices jumped from ₱5.1922/kWh to ₱7.6709/kWh after multiple power plants reduced output following the October 2025 earthquake. This led to an increase of ₱0.4438/kWh in generation charges.
ERC-Mandated Charges
- FIT-All Rate increased from ₱0.1189/kWh to ₱0.2073/kWh.
- UC–Environmental Charge resumed at ₱0.0025/kWh to support watershed programs.
These charges are required by law and not controlled by Negros Power.
Transmission Charges and DSM in Visayas
- In Visayas, transmission charges decreased slightly by ₱0.2375/kWh due to lower Ancillary Services and Reserve Market Charges, helping soften the overall increase.
- Without this reduction, the residential rate would have been approximately ₱12.47/kWh.
- DSM charge stays at ₱0.89/kWh, covering delivery, meter reading, and local infrastructure. This is the only portion of the bill going directly to Negros Power.
Summary for Consumers
- Actual bill increase: ₱0.32/kWh (₱11.91 → ₱12.23)
- Would-be increase without transmission reduction: ₱0.56/kWh
- Negros Power did not increase its own charges — the rise is due to market rates and ERC-mandated fees.
