Former Negros Occidental Governor and Provincial Consultant on Energy and Environment, Rafael L. Coscolluela Jr., expressed satisfaction over the milestones achieved by Negros Power during its first 16 months as the power distribution utility in Central Negros.
Coscolluela made the remarks during a visit to the Negros Power headquarters along Lacson Street last Friday. He was joined by representatives from various civic groups and the Bacolod Social Action Center.
The delegation was personally guided by Negros Power President and CEO Roel Z. Castro, who provided an overview of the company’s day-to-day operations. These included customer care services, the control center, the helpline, and energy trading offices.

Key Accomplishments Presented
During the visit, Castro outlined Negros Power’s major accomplishments so far. These include capacity upgrades, reliability and modernization programs, system loss reduction efforts, expansion of customers and services, sitio electrification initiatives, and corporate social responsibility programs.
He also discussed the company’s energy sourcing strategies, power rates, transition plans toward renewable energy, and the ongoing rollout of critical infrastructure projects scheduled for completion by 2026.
“We appreciate the transparency shown by Negros Power over the last two years. It is good to know what is happening on the ground—we’ve seen everything from connectors to substations,” Coscolluela said.
“We have also observed a significant reduction in brownouts, as well as notable improvements in system loss reduction, which directly benefit consumers who ultimately shoulder these costs.”
₱1.3 Billion Invested in Power Infrastructure
The delegation learned that Negros Power has already invested ₱1.3 billion in capital expenditures (CAPEX) as of December 31, 2025. This reflects the company’s strong commitment to improving power reliability, efficiency, and safety across its franchise area.
These investments support Negros Power’s long-term goal of modernizing the power distribution system and delivering better, more dependable service to consumers.
A large portion of the CAPEX was directed toward reliability-focused projects. These include the upgrading and modernization of substations, power lines, poles, and transformers. The company also rehabilitated and replaced aging meters and other critical infrastructure.
Negros Power likewise invested in modern substation testing tools and equipment to help ensure system integrity and reduce the risk of outages.
Improving Customer Service and Safety
To further enhance customer service, Negros Power allocated significant resources to IT infrastructure, software, and digital tools. These upgrades aim to streamline operations and improve the overall customer experience.
Additional investments covered office equipment, tools, furniture, fixtures, and the construction and improvement of the main office, sub-offices, and warehouses. These are intended to support faster response times and more efficient service delivery.
Safety also remains a top priority. The company invested in modern safety equipment and personal protective equipment (PPE) for field personnel. At the same time, investments in training programs, professional development, and industry conferences highlight Negros Power’s focus on building a skilled, competent, and safety-conscious workforce.
Sitio Electrification and Inclusive Growth
Negros Power has also allocated ₱250 million for its three-year Sitio Electrification Program. The initiative aims to achieve 100 percent electrification across its franchise area by extending electricity access to underserved and remote communities.
The program involves the installation of poles, power lines, and transformers, supporting inclusive growth and community development.
According to Castro, these efforts are part of a broader strategy to build a resilient, modern, and customer-focused power distribution system.
“Our CAPEX investments reflect our commitment to providing reliable, safe, and efficient electricity service,” Castro said.
“This is not just about infrastructure—it’s about empowering communities, supporting economic growth, and improving the everyday lives of our consumers.”

As Negros Power continues its transformation, these strategic investments are laying the foundation for a stronger and more reliable electrical network—one that can meet growing demand, withstand future challenges, and deliver consistent, high-quality service to households and businesses across Central Negros.
Coscolluela added that Negros Power’s achievements and continued modernization efforts are expected to attract more investors to the province, further boosting progress and economic growth across Negros Occidental.
