
Negros Electric and Power Corporation (Negros Power) is fully prepared to deliver a stable and reliable power supply for the upcoming National and Local Elections on May 12, 2025. Through its comprehensive initiative dubbed “Oplan Halalan 2025,” the company aims to support the democratic process by ensuring power reliability before, during, and after election day.

Negros Power Coverage for the 2025 Local Elections
Negros Power’s franchise area covers major parts of Negros Occidental, including Bacolod City, Talisay, Silay, Bago, Murcia, and Don Salvador Benedicto. The plan covers 159 schools, 7 canvassing centers, and 1 COMELEC tech hub, backed by 281 MVA of substation capacity, 11 substations, 13 power transformers, and 47 feeder lines.
Pre-Election Preparations: Power Infrastructure Upgrades Completed
Negros Power has completed several key upgrades and maintenance tasks to boost system reliability across its service areas:
- Bacolod–Silay 69kV Line Rehabilitation to secure a vital transmission route.
- Energization of Alijis Transformer 2, adding 18 MVA of distribution capacity.
- Substation Readiness, ensuring all 11 substations are operational.
- Hotspot Inspections and Transformer Maintenance to detect and fix issues early.
- Satellite Warehouses Activated to allow quick deployment of materials and tools.
- Three Standby Generators prepped for emergency use during outages.
To prevent overloading, feeder and transformer loads are being maintained below 70% capacity.
Election Day Operations: Full-Scale Command Center in Place
A fully operational Oplan Halalan 2025 Command Center is now monitoring the grid 24/7.
- 37 Field Crews are deployed strategically across the service area.
- 20 Roving Teams are on standby to handle technical concerns immediately.
- The command center is working closely with the Department of Energy (DOE) and COMELEC for synchronized and rapid responses.
On May 10, a dry run will simulate field operations and reporting workflows using a real-time dashboard connected to a field reporting app. This test will ensure all systems and protocols are election-ready.

Post-Election Support and Clean-Up Drive
After the elections, Negros Power will:
- Conduct a performance assessment to review response operations and improve future contingency efforts.
- Keep teams on standby for two more days to support any remaining election-related activities.
- Participate in clean-up drives to remove campaign materials from poles, trees, and other public areas.
Leadership Statement on Election Readiness
Engr. Bernard Bailey Del Castillo, Chief Operations Officer, confirmed the company’s full preparedness:
“Negros Power is fully prepared for the 2025 National and Local Elections. Our command center is now operational, with all polling centers and canvassing locations checked and maintained. We’ve corrected internal hotspots in schools and uprated transformers and service drop wires for added reliability.”
He added that technical and community relations teams will be on-site at schools to address any issues. Operations will run on two shifts, starting at 5 a.m. and continuing until all votes are counted.
