While the CENECO-Primelectric JVA has already been approved by the members through a plebiscite, we are not quite there yet. The JVA that resulted in NEPC, or Negros Electric and Power Corporation, must first be granted a franchise in order to operate. So while I am patiently, or actually impatiently waiting for Negros Power to begin its service to Bacolod City and Central Negros, thanks to 3 Negros Congressmen, we are moving forward to better power distribution service.

Implementing Negros Power is Underway

In a groundbreaking move set to transform the way electricity reaches homes and businesses in Central Negros, 3 lawmakers have introduced House Bill number 9310 in Congress.

This bill, championed by Negrense Representatives Joseph Stephen Paduano, Juliet Marie De Leon Ferrer, and Francisco Benitez, seeks to grant the Negros Electric and Power Corporation (NEPC) a franchise. This is necessary for the company to proceed in revolutionizing electrical distribution in the Cities of Bacolod, Silay, Talisay, and Bago, as well as in the Municipalities of Murcia and Don Salvador Benedicto.

The Vision Behind NEPC’s Franchise

Negros Power’s mission is clear: to invest an initial capital of Two (2) Billion pesos to revamp and modernize the current electric power distribution system. Their goal is to make electricity more reliable and efficient for consumers, businesses, institutions, and other users within its franchise area. Currently, Central Negros Electric Cooperative Inc. (CENECO) the DU serving this area, faces limitations due to restricted funding, lack of access to modern technology, and no additional Capital Expenditures.

A Partnership for Progress

To overcome these challenges, CENECO member-consumer-owners have agreed to join forces with Primelectric Holdings Incorporated/NEPC. NEPC, a sister company of MORE Electric and Power Corporation (MORE Power) in Iloilo City, boasts an impressive track record. In just three years, they revitalized Iloilo City’s distribution system, thereby reducing losses, while also increasing the number of customers. Another benefit here is the lowering of power costs. The success of MORE Power in Iloilo City has garnered praise from local government officials and consumers. This makes them a beacon of hope for Central Negros.

NEPC: A Trusted Name with Proven Expertise

What sets NEPC apart is not only its expertise but also its robust financial backing. With support from the group controlling publicly listed companies like Bloomberry Resorts Corporation (BLOOM), Manila Water Company, Inc. (MWC), and Apex Mining Company, Inc. (APX), NEPC stands on a solid foundation. The Congress recognizes the immense potential of Negros Power to revolutionize power distribution. They believe this will foster economic growth and enhance the quality of life in Central Negros.

A Call for Support

The three lawmakers have emphasized the urgency of this measure. They firmly believe that NEPC’s expertise and resources could bring reliable, efficient, and cost-effective electrical distribution services to Central Negros, benefitting residents and businesses alike. The support of Congress members is crucial for the swift passage of this bill. A brighter, electrified future for Central Negros is on the horizon.
